Japan is confronted with falling birth rates and an aging population. According to the Population Division of the Department of Economic and Social Affairs of the United Nations Secretariat (World Population Prospects: The 2010 Revision), the total population of Japan is expected to fall from 126 536 000 in 2010 to 123 686 000 in 2020. Young people aged between 15 and 24 represented 9.9% of the total population in 2010 and this rate is expected to fall to 9.4% by 2020.

In the field of higher education, the government is responding to this challenge by implementing new policies, including the promotion of the internationalisation of higher education and world-class excellence in research.
